Ontario’s Provincial Nominee Program has been the most active in Canada so far in 2026

By Anne Lui, founder and principal consultant of Hopeway Immigration

On April 1, 2026, Ontario issued 759 invitations under the Employer Job Offer streams (Foreign Worker, International Student, and In-Demand Skills). In just February and March, Ontario issued over 5,500 invitations to apply (ITA), which is more than what many provinces issue in much longer periods, making the Ontario Immigrant Nominee Program (OINP) the most active provincial nominee program in the country.

If you compare across provinces so far this year, the pattern looks roughly like this:

  • Ontario (OINP): leading by a significant margin
  • British Columbia (BC PNP): consistent, smaller weekly draws
  • Alberta (AAIP): more targeted, moderate volume
  • Saskatchewan & Manitoba: smaller and more selective rounds

Ontario is leading—and there are reasons for that

Ontario’s dominance isn’t random. It comes down to a few structural advantages.

A much bigger quota in 2026

OINP Draw 2026 received 14,119 allocations, which is a 31.3% increase compared to 10,750 allocations in 2025. That’s a substantial jump, and it helps explain the higher volume and frequency of draws we’ve been seeing.

More spots typically mean more invitations—but not necessarily easier ones. The increased capacity allows Ontario to run draws more often and in a targeted and controlled way, rather than simply lowering thresholds across the board.

Targeting specific locations and occupations

OINP isn’t just targeting occupations — it’s also targeting locations. Candidates outside the Greater Toronto Area tend to have stronger chances. But the draws on March 25 did cover the GTA, so instead of giving up hope all together, you just need to be more patient and wait a little longer if you happen to be working in the GTA.

In terms of the occupations targeting, the priority lists for different streams are different and they change all the time. If you don’t get selected this round, it doesn’t mean you won’t in the next.

Take today’s draw for an example: those living or studying in Canada with job offers in mining-related occupations are targeted, which has not been seen in the past.

This kind of targeted draw reinforces a trend: OINP isn’t just selecting based on general eligibility anymore. It’s becoming increasingly sector-focused and strategic, aligning invitations with labour market needs.

Why draws feel so frequent right now

If you’ve noticed that draws seem to be happening more often lately, you’re not imagining it.

There’s a strong indication that Ontario is accelerating its draw activity ahead of a planned overhaul of its streams, expected by May 30, 2026 when all existing streams may be revoked and consolidated. When programs anticipate structural changes, it’s common to see a surge in invitations as they work through existing criteria and allocations.

In other words, what we’re seeing now may be a pre-transition window—and those don’t stay open for long.

What this means for you

Right now, OINP is active, well-funded, and clearly issuing invitations across different streams and occupations. That creates opportunities—but only if your profile aligns with what Ontario is looking for at a given moment.

If there’s one takeaway, it’s this: strategy matters more than ever.
It’s not just about your score anymore. It’s about your occupation, your location, your work status, and how well your profile fits into evolving provincial priorities.

Ontario may be leading in numbers—but the real question is whether it’s the right fit for you.
